The Texas Behavioral Health Executive Council (BHEC) is responsible for investigating and taking action on allegations of professional misconduct involving licensed marriage and family therapists, professional counselors, psychologists, psychological associates, social workers, and licensed specialists in school psychology. When credible concerns are raised, BHEC evaluates whether a practitioner has violated ethical standards, licensing rules, or legal requirements.

It is important to understand that not every disagreement, concern, or negative interaction with a licensee constitutes professional misconduct. However, if you believe a behavioral health professional may have acted improperly, the Executive Council can guide you through the process. BHEC provides clear instructions and resources to help you submit a complaint and understand how it will be reviewed.
